While this character is attacking, each Courtier character cannot be declared as a defender.
16 Ancient Master dragon Conflict Character Monk. Tattooed. You may play this character as an attachment with the text: "Reaction: After attached character is declared as an attacker or defender – search the top 5 cards of your conflict deck for a Kihō or Tattoo card, reveal it, and add it to your hand. Shuffle."
14 Formal Invitation crane Conflict Attachment Item. Attach to a character with glory 2 or higher.
Action: During a Political conflict – move attached character to the conflict. (Unlimited.)
10 Heartless Intimidator scorpion Dynasty Character Courtier. Reaction: After an opponent loses 1 or more honor – discard the top card of that player's conflict deck. (Unlimited.)
9 Soshi Shadowshaper scorpion Dynasty Character Shugenja. Air. Shadow. Action: During the conflict phase, lose 1 honor. Choose a character with cost 2 or lower that has entered play from a player's hand this phase – return that character to its owner's hand.
5 Hiruma Outpost crab Dynasty Holding Outpost. While this card is in an unbroken province, it gains: "Reaction: After an opponent declares a conflict against a province that does not have a holding in it – that opponent loses 1 honor."
4 Third Tower Guard crab Dynasty Character Bushi. This character gets +2military while you have claimed the earth or water ring.
2 Sacred Sanctuary dragon Province Temple. Reaction: After an attack has been declared in this province, choose a Monk character you control – ready that character. Until the end of the conflict, that character cannot be bowed by opponents' card effects or as a result of conflict resolution.
18 Even the Odds lion Conflict Event Tactic. Action: During a conflict, if you control fewer participating characters than your opponent, choose a character you control – move that character to the conflict. If that character is a Commander, honor it.
6 Fū Sui Disciple crane Dynasty Character Shugenja. Air. Action: The player that has the air ring in his or her ring pool chooses an ordinary character he or she controls. You select one – honor or dishonor that character.
13 Kudaka Unique neutral Dynasty Character Shugenja. Air. Mantis Clan. Reaction: After you claim the air ring – gain 1 fate and draw 1 card. (Limit twice per round.)
17 Hurricane Punch dragon Conflict Event Kihō. Air. Action: During a conflict, choose a participating Monk character – that character gets +2military until the end of the conflict. Draw 1 card.
3 Demonstrating Excellence neutral Province This province gets +2 strength while you have an Air role.
Interrupt: When this province is broken – gain 1 fate and draw 1 card.
19 Winds of Change phoenix Conflict Event Spell. Air. Air role only.
Action: Return the air ring from a claimed ring pool to the unclaimed ring pool.
1 Hisu Mori Toride (Lion Clan) Unique lion Stronghold Fort. Reaction: After you win a military conflict by 5 or more skill, bow this stronghold and sacrifice a (friendly) Bushi character – you may declare an additional military conflict this phase.
15 The Mirror's Gaze crane Conflict Attachment Spell. Air. Attach to a Shugenja character you control.
Reaction: After the effects of an opponent's event resolve – resolve that event again as if you had just played it, ignoring costs and triggering conditions. You may choose new targets.
12 Shiotome Encampment unicorn Dynasty Holding Battlefield. Action: If you have a military ring in your claimed ring pool, choose a Cavalry character – ready that character.
8 Isawa Uona Unique phoenix Dynasty Character Shugenja. Air. Reaction: After you play an Air card during a conflict, choose a non-unique participating character – bow that character.
20 Maze of Illusion scorpion Conflict Event Spell. Air. Action: During a conflict, choose a participating character controlled by an opponent – secretly select a number on your honor dial. Then, the chosen character’s controller guesses whether this number is even or odd. Reveal your dial (cannot be modified). If they are wrong, bow and dishonor that character.
